    Middlesex Area Patient Services, Inc. (MAPS) is a local organization established through the efforts of Father Raymond Introvine in 1971. MAPS is a local group dedicated to serving the people in the Middlesex Area afflicted with Multiple Sclerosis by providing financial assistance and social activities. Every dollar raised through its efforts is used to assist MS patients.

    The Common Council can no more delegate its power to investigate to an outside entity any more than it could delegate its power to adopt ordinances to an outside entity.

    It is also a requirement that an investigation pursuant to to Ch. III, 8 is a legal proceeding of the common Council, and, thus, subject to the Freedom of Information Act.
